Building India’s game from the core

In one of the world’s largest untapped football markets, a development standard set with Double Pass has produced not a report, but a functioning national ecosystem. That ecosystem is now the foundation on which everything else can be built: the Double Pass Development League in India.

 A market full of talent, empty of structure 

India holds one of the largest young populations on earth and a fast-rising appetite for football, yet almost none of the infrastructure that turns raw interest into professional players. Youth development is fragmented across thousands of academies working in isolation, with no shared standard, no independent benchmark of quality, and few genuinely competitive pathways that run across a season rather than as one-off weekend tournaments. 

The challenge was not to run an event. It was to build, from nothing, a structured and methodology-led competitive ecosystem capable of holding Indian academies to an international development standard, in a market where no such institution had ever existed, and where imported European formats routinely fail because they are copied rather than adapted.

Adapt first. Validate. Then scale. 

DPDL was established as a development partner of Double Pass, applying the Double Pass talent-development philosophy to Indian conditions rather than transplanting a European model wholesale. The sequence was deliberate: prove a season-long competitive league in a single city, refine it, and only then export a repeatable launch playbook into new markets one at a time. 

Three things were engineered from the outset.

1. A complete competitive pathway spanning every age band from foundation to elite, plus girls’ football.
2. A repeatable city-launch model that lets a new market open at credible scale rather than starting from zero.
3. A data-disciplined operating spine in which every registration, fixture and result is recorded and reconciled to control totals, which is the raw material any future benchmarking work depends on.
